Meeting of the UN General Assembly 23.02.2023

On February 23, 2023, an extraordinary special session of the UN General Assembly adopted a resolution after the first year of Russian aggression against Ukraine, entitled "The Principles of the UN Charter Underlying a Comprehensive, Just and Durable Peace in Ukraine." The same number of member states voted for it as the previous ones - 141 votes for, 7 against, with 32 abstentions. Even the name of the resolution suggests that the aggressor undermined the principles of the UN Charter!

The resolution, adopted regarding the most important for international peace and security, once again declared support for the sovereignty and territorial integrity of Ukraine within the framework of internationally recognized borders extending to its territorial waters! Point!

As for the voting, to be noticed that none of the former soviet republics, including the close allies of Russia, voted against the text! Most of the abstaining member states, including India and China, stated for the record their support for the principles of the UN Charter, as well as for sovereignty and territorial integrity of Ukraine. Others though condemning the aggressor, absent during the vote also due to insufficient proposed measures for peace negotiations. This international document blew up the aggressor mantra that the larger world supports russia’s aggressive foreign policy.

The resolution text as never before reflects on the dire humanitarian sufferings of the Ukrainians, calling on member states to cooperate in the spirit of solidarity to address the impacts of the war on all humanitarian aspects. It further underscores that any arrangements for a comprehensive, just and lasting peace In Ukraine should keep these as primary factors. At the same time the resolution “calls for an immediate cessation of the attacks on the critical infrastructures of Ukraine and any deliberate attacks on civilian objects, including those that are residences, schools and hospitals”.gressive foreign policy.

This document should become a new useful tool for «Aide Ukraine» Fund in engaging with governments’ representatives as well as private and civil sector’s ones for an expert lead discussion on the noble goals of the Fund. It also opens the doors for many potential donors to seek providing non-lethal, humanitarian and other support to Ukrainians both to the Government, as well as to different non-governmental actors, funds and agencies.
